Scott Kelly is the Vice President of Technical Services at Ozinga, guiding quality, research, and technical innovation across the company’s Midwest operations. Since joining Ozinga in 2005, he has advanced through roles in quality control, plant management, and technical leadership, previously directing the company’s CCRL and AASHTO-accredited Research & Development Lab in Chicago. A NRMCA Level II & III Concrete Technologist and ACI-certified technician, Scott specializes in high-performance concrete mix design, material testing, quality management systems, and construction safety. He plays a pivotal role in advancing Ozinga’s pledge to deliver zero-carbon concrete by 2030 and supports transformative initiatives such as building North America’s largest cement grinding mill.
