Welcome to the October edition of the Illinois Green Policy Update. We're excited to share several updates about how Illinois Green and our membership can empower resilient communities, support strong energy policy, and advance green building policies across the state.



Announcing the Illinois Clean Building Commitment

I’m incredibly proud to announce Illinois Green’s latest initiative: The Illinois Clean Building Commitment!

 

This effort aims to help local communities protect residents from rising energy costs, lower public health risks, create green jobs, and set themselves up for a resilient future.

 

To do so, we want to reach local policymakers across the state and let them know how to bring green buildings to their community. By providing education on green buildings and technology, sharing existing energy incentives and opportunities, and creating a pathway for policy action, we will help local leaders across the state become green building champions.

 

Here's how professionals can support this work:

  • Share the Commitment with your local representatives! Hearing from industry voices is crucial — especially if you have any connections.
  • Help us demonstrate the value of green buildings by sharing any project examples, case studies, fact sheets, or other valuable information.

State Lawmakers to Revisit Clean Grid Legislation in October

Illinois state legislators are working to pass the Clean and Reliable Grid Affordability Act, a large scale energy package intended to protect consumers from increased demand from data centers and build resilience by improving grid connections and more. 

Some key features of the legislation include:

•  Removing barriers that make it difficult and slow to connect new clean power to the grid,
•  Funding both large-scale battery storage and ‘
virtual power plants’,
•  Increasing utility spending on energy efficiency programs,
•  Require utilities to share energy data for entire buildings, allowing buildings to understand their energy use and create savings plans,

Support a Clean, Reliable, and Affordable Grid!

Support a Strong Energy Code Across Illinois

The latest energy code is ready for Illinois to adopt, but we need the help of building industry leaders to let legislators know why a strong code is important!



This new energy code would save $133-$309 for the average Illinois household in a new home, depending on their location in IL and gives designers more flexible options for compliance to support affordable, abundant housing development. Some Illinois amendments also will make it cheaper for businesses to electrify by adding limited electric readiness requirements and fuel debiasing language.

 

The 2024 IECC was developed with input from collaboration from stakeholders across the industry and the Illinois Capital Development Board recommended its adoption after an open input process.

Strategies for Leveraging Net Zero Practices of Statewide Impact

Five years ago, Illinois Green Alliance launched a new strategic plan with a bold north star to guide our work: to make net zero buildings feasible, affordable, and so commonplace that every building in Illinois was net zero by 2050. Mainstreaming the technology and building methods, whether new or existing, is no easy feat. But we realized no one was better positioned to make it happen than green building professionals.Our focus over the last five years have been about laying the foundation necessary to meet our long-term vision and I’m excited to share the progress we’ve made. These past five years have been guided by three pillars: ● Educating industry professionals to ensure they have the expertise to use net zero building methods in their work and can help us raise awareness about their value with building owners and policy makers. ● Removing barriers by providing information about the technical, financial, social and policy roadblocks to net zero adoption and passing new laws that help to overcome these barriers. ● Demonstrating it can work everywhere by collaborating with building types in historically underinvested communities that are considered difficult to implement net zero methods. That focus has paid off, allowing us to meet many of the goals we set for our work across all of our strategies. For example:

At the start of 2025, I told our members that we can build a movement of green building advocates that can continue the progress made in Illinois for high-performance building, regardless of what happens in Washington D.C. Over the last year, you’ve proven me right. While elsewhere green building and clean energy goals have been put on pause, Illinois has continued the fight and won three huge victories that usher in historic investment in clean energy and green buildings and raise the bar for building performance, completely changing the landscape for what is possible in this industry.
